Arne, en mann i midten av førtiårene, skal innrulleres i en offentlig lukket institusjon. En ansatt tar vennlig imot ham og leder ham gjennom rutinemessige inntaksprosedyrer. Samtalen mellom de to mennene får etterhvert både en dypsindig og en lettere surrealistisk karakter ettersom Arne blir orientert om rigide restriksjoner og regler på innsiden.

Arne, a man in his mid-forties, arrives at a partly closed institution with the intention to get enrolled. An employee receives him and kindly guides him through several routine questions and standard procedures. Their conversation develops in a profound and slightly surreal way as Arne becomes aware of the strict rules and regulations on the inside.
